Resident Councils
Resident Councils are elected by public housing residents to represent the residents at each site. They are active participants in the management and policy-making of the Philadelphia Housing Authority.
The purpose of each resident council is to identify strategies to improve the quality of life for PHA residents.
The Resident Councils serve as advocates for residents and encourage improvements in maintenance and physical conditions, public safety, and support services for residents. Each council helps to plan, implement, monitor, and evaluate the provision of services, and works with public and private agencies to obtain additional resources.
Resident Advisory Board
The Resident Advisory Board (RAB) is a national model in tenant activism and has been replicated at housing authorities nationwide.
RAB leaders have testified locally and nationally on issues affecting public housing residents. They educate the public regarding public housing resident empowerment.
