PHA rarely conducts new fair market sales. When it does, it does so through licensed brokers or public auctions.

Affordable Homeownership Partnership Program


CURRENTLY CLOSED TO NEW APPLICANTS

PHA is seeking partners to renovate or develop vacant, single-family properties owned by the Philadelphia Housing Authority (“PHA”) for purposes of creating affordable homeownership opportunities for low-income Philadelphians.

Interested partners who can demonstrate capacity, past performance, financial viability, and understanding of developing or renovating single family homes to be sold to buyers with incomes at or below 80% of the Area Median Income (chart below) should email a completed registration form to Jennifer Ragen at [email protected]. Selected partners may be offered one (1) or more properties for nominal value (eg: $2,500), with a requirement to renovate or develop within two (2) years and sell to an income qualified buyer. Partners will be required to find qualified buyers and buyers will be subject to a 20-year restriction period on the deed. Sales must be viable without PHA subsidy.  PHA does not guarantee that partners will make a profit on the sale of the home. PHA has a limited number of properties available for this program and registration does not guarantee a property will be offered to you.

Affordable Housing Development

Organizations interested in acquiring PHA property for larger affordable housing developments purposes may contact Jennifer Ragen at [email protected] or (215) 684-5757.

Private developers and non-profit organizations are also encouraged to register for and monitor the PHA Procurement Portal. Occasionally, PHA seeks partners to renovate or develop affordable housing. These opportunities range from row home rehabilitation to full multi-family development. If you are not yet registered, you may do so by visiting the PHA Bonfire registration page.

Vacant Land

PHA is not authorized to sell vacant land for private use at less than fair market value. Individuals and private homeowners interested in acquiring a PHA owned vacant lot are welcome to contact Jennifer Ragen at  [email protected] or (215) 684-5757 to ask if a particular property is available for fair market sale or may become available in the future.
