- Attend a free-of-charge PHA/HCV Landlord Briefing Session (Mandatory).
- PHA conducts a landlord briefing session every Wednesday from 6pm-8pm. The session is designed to offer vital information on how to become a participating HCV Landlord.
- The class must be completed before a landlord can register for the mandatory IREM course, list a property or schedule a Housing Quality Inspection.
- The sessions are held at PHA/HCV Client Services, 642 N. Broad Street Philadelphia, PA 19130. There are 35 open seats, and the availability is on a first come, first serve bases. Note: No one will be permitted to the briefing session after 6:15pm.
- Register for the Institute of Real Estate Management (IREM) “So You Want to be a Property Manager” training session.
- Landlords must have the following items completed for a unit to be leased:
- A Current Renter’s License for the unit being leased.
- You can obtain a license from the Municipal Service Building. Department of License Issuance Unit, 1401 John F. Kennedy Blvd. 19102.
- A copy of the Deed of Record or HUD 1 Settlement Sheet.
- You can obtain the Deed of Record from City Hall. A HUD 1 Settlement Sheet can be obtained from the title company you closed with.
- Photo identification of owner.
- If utilizing a certified rental agent or property management company, a photo identification of the individual representing your property is required.
- A completed W-9
- If the owner is the payee for the Housing Assistance Payments (HAP), he/she must complete the W-9 with his/her personal or business information.
- If the payee for the Housing Assistance Payments (HAP) is the certified rental agent or property management company, a W-9 must be completed with its personnel or business information.

- If an individual other than the owner will manage the property then the following documents must be completed:
Note: All information will be collected at the time of lease up with the client.
- Must submit a government-issued document to verify the Employer Identification Number (EIN) used on the W-9. If individual Social Security Number (SSN) is used, you must provide copy of Social Security Card.
- Must agree to direct deposit of monies for Housing Assistance Payments.
- Must submit Direct Deposit form with a voided check.
- Must be current with property taxes prior to Housing Quality Inspection.
- Must be current with utilities prior to Housing Quality Inspection.
- Utilities must be turned on by the landlord, at the time of inspection in order for the inspection to be completed.
- Must have an approved Housing Quality Inspection (HQS).
- A PHA inspector, prior to signing of the lease, will conduct an inspection to ensure the unit meets PHA’s standards.
Note: All owners residing twenty-five miles or more outside of the City of Philadelphia must have a certified rental agent or property management company to represent their property. The owner is required to submit a signed Agent/Owner Contract to confirm that the individual presenting him/herself to PHA is authorized to act on the owner’s behalf.
