Right to Know

In accordance with the Commonwealth's Act 3 of 2008, 65 P.S. ยงยง 67.101 et seq., (also known as the "Open Records Law"), records of the Philadelphia Housing Authority are, subject to certain exceptions set forth in the Open Records Law, available for inspection of duplication upon request.

Requests for inspection and/or duplication should be submitted in writing to the attention of:

The request should identify or describe the records sought with enough specificity to enable PHA to determine which records are being requested and what time frame, and should include the name, address and email address (if any) to which PHA should address its response. Additionally, please provide your phone number and fax number so that PHA can contact you for any clarification.

The Pennsylvania Office of Open Records has established a model fee structure for duplication of records. Consistent with that fee structure, PHA will charge $0.25 per page for single-sided photocopies of requested of records. PHA reserves the right to impose additional reasonable fees that may be incurred in complying with a request, and which are in accordance with the Office of Open Records fee structure. Additional fees may be charged for specialized records requests, which include, but are not limited to, requests for certified copies of documents and fees for conversion of electronic media. With respect to electronic media, databases will not be provided if restricted by licensing agreements.

Prepayment Prior to fulfilling a request for copies of records, PHA will require prepayment of estimated fees associated with complying with the request. PHA shall require a requester to prepay, via corporate check or money order, an estimate of the fees authorized here under if the fees required to fulfill the request are expected to exceed $100. Once the request is fulfilled and prepared for release, PHA shall obtain the cost of the records prior to releasing the records. To the extent that a requester's prepayment is in excess of the actual charges incurred a refund of the overpayment will be provided. If, however, the actual charges exceeds the prepayment the requester will be required to the owing balance in full prior to the release of the records. Please note that service fees and attorney fees will be applied to all checks for insufficient funds.

All payments for copy production services shall be made by corporate check, personal check or by money order orders for fees less then $100; or by corporate check or money orders for fess in excess of $100.
