Human Resources

The mission of the Human Resources Department is to attract, recruit, hire, develop, and retain highly qualified personnel who enable the PHA to meet its strategic goal. HR will continuously improve performance management systems in order to provide higher levels of customer service to all stakeholders and maintain a productive and professional work environment. All activities must support the Philadelphia Housing Authority (PHA) strategic goals and objectives and produce the results that accomplish the Department of Human Resources' mission.

The Human Resources Department seeks to provide a full range of human resources management services that include, but are not limited to: staffing and recruitment; labor and employee relations; position classification; salary and wage administration (including salary surveys and comparability studies); benefits administration; employee and organizational development and training, records management, human resources information system (hris) and various personnel reporting, i.e. workers compensation; Affirmative Action Program; ADA/504; FMLA and other regulatory compliance programs.
